If the louver is separated and jutting from the frame, you probably have a busted louver pin. To mend this you will want to extract the pin from both the louver and the stile with some needle-nose pliers or a utility knife. Once the damaged pin is withdrawn, stick the undamaged pin base into the old hole in the shutter stile, then direct the louver onto the pin.
